Uphold the dignity of health workers

  • Convened, together with Primary Care Coalition, and declared the existence of a Health Workforce Crisis to compel the executive agencies to hire health workers pursuant to civil service rules and Promote PRIMARY CARE as a mechanism to deliver cost-effective and quality health care services to all regardless of the ability to pay
  • Stopped False Trainings by the issuance of In-Service Training Guidelines duly promulgated and published in a general circulation on November 26, 2015, one-day after Rep. Leah Paquiz made an inquiry regarding the matter during the meeting of the House Committee on Civil Service and Professional Regulation (ANG NARS Party-list drafted the said guidelines and followed it up continuously with the Professional Regulation Commission and the Board of Nursing)
  • Continuously pushing for PJEPA (JPEPA) nurses to be allowed to take Nihongo classes and Japan Nurse Licensure Exam in the Philippines prior to deployment, so once they arrive in the country of destination, they are already licensed nurses who can enjoy the benefits of a regular staff nurse in Japan
  • Negotiated and worked with DOH and PHILHEALTH for PERITONEAL DIALYSIS NURSES and the MENTAL HEALTH NURSES to be paid in their nursing services delivered for certain health care packages

Reclaim Public Healthcare                   

  • Opposed the privatization of Government/ DOH-retained hospitals to preserve the accessibility, affordability and availability of healthcare services
  • Actively intervened to settle the dispute between the National Housing Authority (NHA) and the Philippine Children’s Medical Center (PCMC) regarding the latter’s land title
  • Co-authored HB 4477, providing for the Compassionate Use of Medical Cannabis for qualified patients who are suffering from chronic and debilitating disease such as cachexia or wasting syndrome; severe and chronic pain; severe nausea; seizures, including but not limited to those characteristic of epilepsy; or severe and persistent muscle spasms, including but not limited to those associated with multiple sclerosis

OFW Ethical Recruitment & Protection of Migrant Workers

  • Contested the integration of P550 Terminal Fee in the airline ticket of OFWs for This is a clear violation of the provisions under Section 35 of the Republic Act (RA) 8042 (Migrant Workers and Overseas Act of 1995) stating that a migrant worker or an OFW is exempted from paying travel tax and airport fee
  • Pushed for the total abolition of GAMCA (Gulf Approved Medical Centers Association) referral decking system to uphold the constitution (RA 10022) and protect our migrants’ rights
  • Visited the poor domestic helpers in Hong Kong and investigated the plight of Libya nurses resulting to the filing of HR 1431
  • Rescued nurses illegally recruited to Germany and assisted the nurses to file a case against Ferrosa Global Services and put them into jail

Care for the Marginalized and Vulnerable

  • Co-authored House Bill 5842 increasing the monthly SSS pension by P2,000

Nursing the Environment

  • Continued to demand from the Canadian Government to take ALL the imported garbage back to their country primarily for its hazardous risks to our health and environment and stood firm that the Philippines is not a dumping area of any nation
  • Supported the prohibition of Aerial Spraying, a method of spraying pesticides used by Banana Plantations due to its negative impact to human health and environment in surrounding communities, in fact, various skin diseases and other cases attributable to toxic chemical exposure have been reported

Decent Work, Decent Pay,

  • Helped the health workers and hospital workers of Tarlac Provincial Hospital (TPH) who are given only given 3% instead of 30% of their Philhealth share by filing HR 2481 – PhilHealth Shares in Healthcare Facilities towards the development of a Joint Comprehensive Protocol on the Pooling and Distribution of PhilHealth Reimbursements
  • Filed a Petition for Certiorari and Mandamus before the Supreme Court to once and for all, settle the legal issues that hamper the implementation of Salary Grade 15 of nurses as stipulated in RA 9173
  • Transformed RNHEALS to NDP (Nurse Deployment Program) with an increased stipend of P8,000 to a salary of P18,000; from 6 mos. to 2 years contract
  • Opposed the Rationalization Plan (RatPlan) of school nurses in the Department of Education (DepEd) and is continuously fighting for the retention and hiring of nurses

Good Governance

  • Vehemently opposed the implemented fare hike of the LRT and MRT due to its added burden to our people, students, and working masses in general
  • Visited OFW nurses, architects and engineers in Al Khobar and materialized the conduct of Special Professional Licensure Board Examination (SPLBE) in Al Khobar, Saudi Arabia which is more accessible and convenient to the 200 to more than 300 Filipino examinees annually
  • Questioned the legal basis, integrity and institutionalization of AIPO (Accreditation Integrated Professional Organization) in the Senate Substitute Bill of the Comprehensive Nursing Law on the following reasons: (1) curtailment of the freedom of association, (2) undue exaction of fees/redundant collection of fees, (3) government encroachment to the affairs of private institutions
  • Strongly supports NURSES’ UNION to promote the socio-economic and political well-being of nurses (salary, benefits, employment conditions, working conditions, health and safety)
